YORK1 is dedicated to supporting beneficial soil reuse in Ontario through our Class 1 Soil Management Sites and Reuse Sites.
We operate several Class 1 Soil Management Sites strategically located in Southern Ontario. With an annual capacity exceeding 3.9 million tonnes. Whether dealing with excess soil or waste soil, we offer effective management solutions through our extensive network of facilities.

Class 1 Excess Soil Management
Our Class 1 Soil Management Sites facilitate the beneficial reuse of soil by providing safe and accessible storage. Each site has its own dedicated Environmental Compliance Approval (ECA). These sites temporarily store and process soil that cannot be immediately reused by another project.
By sending excess soil to our facility the need for continuous testing on your site is no longer required, we take on the responsibility to do the ongoing testing.
Our Class 1 Soil Management Sites provide soil generators with the ability to take advantage of specific exemptions outlined in O. Reg. 406/19.
This exemption provides soil generators with enhanced flexibility in efficiently relocating their surplus soil.
Beneficial Soil Reuse
Promoting beneficial soil reuse motivates project leaders to explore options for their surplus soil, avoiding direct landfill disposal or illegal dumping. Our Class 1 Soil Management Sites facilitate the safe processing and storage of excess soil, ensuring it is managed responsibly.

Soil Exceptions
Dry Soil Exemption
At our Class 1 Excess Soil Management Sites, dry soil lacking complete or available characterization analysis can be accepted. These materials will be kept separate until either the necessary documentation is provided by the generating site, or the soil is analyzed at the facility.
Emergency & Infrastructure
Soil from the following scenarios may be accepted at YORK1’s Class 1 Soil
Management Sites even without complete characterization documentation:
- Emergency Spills
- Water Main Break Repairs
- Road Reconstruction (within rights of way)
